The Office of Personnel Management (OPM) serves both management and staff by providing personnel management advice and services in the fulfillment of the Offices' duties. OPM's responsibilities encompass all aspects of personnel management and administration and include, but are not limited to, the development and promulgation of personnel policy, staffing, position classification, employee relations, employee development and training, employee benefits and services, incentives and awards, performance evaluations, employee health services, employee safety and accident prevention, labor management relations, personnel management program evaluations, and records and reports.

Each section works collaboratively with the administrative support staff in fulfilling the responsibilities enumerated above. Each staff member of OPM helps to implement the system of personnel administration for the CNMI Government to assist in providing the public with quality government services.
